TÜBİTAK- Cambridge University Press (CUP) “Read and Publish” Agreement (2026-2028)


Within the scope of the EKUAL Project, conducted by TÜBİTAK ULAKBİM, Cambridge University A new "Read & Publish" agreement has been signed with Press publishing house, covering the period 2026-2028, supporting both access to academic content and the publication of Open Access (OA) articles. Details and implementation guidelines of the agreement are provided below:

Scope and Duration of the Agreement
  • Duration: The agreement is valid for three years, from January 1, 2026 to December 31, 2028 .
  • Access: All EKUAL member institutions in Turkey will continue to have access to the Cambridge Journals Online (CJO) "Full Package" content.
  • Open Access: Under the relevant agreement, the right to publish open access content (within the CJO "Full Package") is provided without any quota restrictions .
TÜBİTAK AE Publication Support and Acceptance Criteria
To have their articles published as AE without paying the Article Processing Fee (APC), the corresponding authors must meet the following
criteria :

  • Copyright Holder /Author: The corresponding author must be an authorized user of an EKUAL member institution.
  • Corporate Affiliation: Authors are advised to use corporate email addresses in their submissions . Personal email addresses ( Gmail , Hotmail , etc.) can prolong the verification process.
  • Scope of Institutions: Includes all institutions that are members of EKUAL.
  • Scope of the agreement: The agreement covers both hybrid This includes publishing unlimited AE articles in journals , including gold ( fully ) open access journals.
Reverse Open Access Transformation

Under this agreement, the rules for retroactively converting articles to Open Access are as follows:
Publications in Hybrid Journals: Articles published in " Hybrid " journals between January 1, 2026, and the signing date of the agreement (February 16, 2026) can be converted to Open Access free of charge, upon the request of the relevant author(s) ( notification to ukg@ulakbim.gov.tr is required) and with the approval of TÜBİTAK ULAKBİM . No refunds will be given for articles published in open access in
hybrid journals with APC fees paid. • Publications in Fully Open Access Journals: No refunds will be given for articles published in Gold Open Access journals with APC fees paid between January 1, 2026, and February 16, 2026.
General Conversion Right: During the contract period, articles published as "Hidden" in hybrid journals at any time can be converted to Open Access upon the author's request within a maximum of 3 months of the year of publication.

Special Note: If an author whose name appears on the TÜBİTAK AYEK Prohibited List or on the Ministry of Health's list of individuals whose professional license has been revoked or temporarily suspended has been mistakenly granted APC support during their prohibited period , or if an article that has received APC support has been withdrawn, the corresponding author or co-authors are required to notify ukg@ulakbim.gov.tr and pay the APC fee to ULAKBİM . Otherwise, ULAKBİM has the authority to collect the APC fee from the Corresponding Author.
